The view looks eastward across the construction site and shows the recently-completed concrete flooring in the foreground and background. New steel columns and beams can also be seen along with steel pipes for plumbing and conduits for electrical outlets. In the center background, workmen are constructing brick and masonry walls for mechanical room area of the new building. The old Belle Isle Pavilion can be seen in the far background at the right edge of the photo. A small title block in the lower right corner has printed text that reads " City of Detroit, Contract No. PR-63, Flynn Memorial, Emil Van Sile Co., East from NW [Northwest] Corner Bldg., Photo No. 7, Date: 7-5-49, Lens-Art Photographers." The photo is mounted on white canvas and includes a canvas strip along the left edge to allow for placement in a binder or album.
