The view looks eastward across the construction site and shows recently-completed concrete foundations for the building and pilings for an adjoining dock. A foreman or engineer is standing in the background near a surveyor's level. Several piles of earth, lumber, supplies, and debris can be seen around the site. The old Belle Isle Pavilion can be seen in the left background with Lake Tacoma visible in the center and right background. The Detroit River and Windsor, Ontario, shoreline are partially visible in the far background in the upper center area of the photo. A small title block in the lower right corner has printed text that reads " City of Detroit, Contract No. PR-63, Flynn Memorial, Emil Van Sile Co., East from NW [Northwest] Corner Bldg., Photo No. 4, Date: 6-2-49, Lens-Art Photographers." The photo is mounted on white canvas and includes a canvas strip along the left edge to allow for placement in a binder or album. A black ink stamp on the verso has text that reads "Emil Van Sile, Received, June 15."
