They are probably discussing the current project of constructing aerial power lines across the Detroit River in order to form an interconnection between the Delray electric power plant in Detroit and the Ontario Hydro J. C. Keith Generating Station in Windsor, Ontario. The man at the center of the photo is wearing a badge that shows "The Detroit Edison Company, 842, Holder of Company Permit" which may indicate that he is a contractor rather than a direct employee of Detroit Edison.
