The aerial view shows freighter docks and rip rap breakwaters that were constructed by the Merritt-Chapman & Scott Corporation at various times from 1937 to 1954. Handwritten black lines and notes on the photo show the limits of the various improvements. Residential areas of the city are visible in the far background. A handwritten title block in the lower right corner shows an image of the company flag with a galloping black horse and black text that reads "Cleveland Harbor Lakefront - West End.
