One color photograph showing an aerial view of the new harbor construction at Racine, Wisconsin. The view looks southwestward across the outer harbor and shows two barges and a crane at work on rip rap breakwaters. Two lighthouses can be seen at the harbor entrance in the foreground. Rip rap breakwaters, pilings, and excavation areas can be seen in the background. The work was done by the Dunbar & Sullivan Dredging Company. Handwritten blue ink text on the verso shows "11-4-86."
