In 1913 the State Legislature passed a bill which Mrs. Osborn had helped to draft, providing for the election of small, non-partisan school boards. But the opposition introduced another measure which provided that members of such boards be elected seven "zones," in partisan elections

Organized "Mintute Men" and women who called on Govornor Woodbridge N. Ferris to veto thesubstitute bill.

On the first board with Mrs. Osborn were Judge Alexis C. Angell, Dr. John S. Hall, Samuel C. Mumford, Joseph S. Stringham, Frank H. Alfred and Dr. Andrew F. Biddle.
Publications
Children First was a leaflet written by Mrs. Osborn and distributed by woemn of the Twentieht Century Club in a house-to-house campaign before the election of November 7, 1916. The non-patisan school board proposal was adopted by the citizens by vote of nearly six to one.
