11 min 10 sec

Archer wears an orange ribbon on his lapel, and behind him are two "Let's Keep the Devil Out of Devil's Night" posters on easels, and poster hung on the wall with an orange ribbon below the text, "Halloween." During the conference he mention's the suggestion of the name "Angel's Night" by John George of Blight Busters. He speaks of the city's Firenet program to catch arsonists, and preventative efforts to demolish abandoned buildings. Archer also issues a call for volunteers, and discusses the ways in which volunteers can help. He closes speaking hopefully about development, investment, and community involvement, and about supportive sentiments encountered during a trip to Detroit's sister city, Toyota, Japan, and at a mayors' conference. The video fades as he opens the floor to questions.

The video is on an unlabeled "Premium" T-30 tape. The tape is housed within a clear plastic sleeve, with a handwritten adhesive note on the cover providing the title.
