VHS tape containing a short video describing the Detroit Police Department's reorganization plan. The video is hosted by Yvonne Thomas of the Detroit Police Department, and features extensive footage of Executive Deputy Chief Benny Napoleon. The video details the department's five goals guiding its reorganization: reorganize the Narcotics Division into a bureau, enhance community policing, reduce the city's national ranking in crime statistics, improve overall police service to the citizens and community, and shape the department to meet the needs of the 21st century. Napoleon references Mayor Dennis Archer's campaign promise to turn Detroit into a world class city as a basis for the plan. Graphs reporting trends in crimes between 1993 and 1997 are presented by Commander Erick Barnes.
The video is on a T-60 tape with a handwritten label on the top. The tape is housed within a clear plastic VHS case.
