U-Matic S tape containing footage shot as b-roll for Christmas Carnival and Noel Night promotional materials. The tape includes puppets and mechanical figures from the Christmas Carnival at Cobo Hall, and a series of people and Christmas trees representing several nations for Noel Night.

The video begins with several takes of a scene involving Rapunzel puppets discussing the 19th annual Christmas Carnival at Cobo Hall. The Rapunzel puppet mentions that she stars in one of the event's puppet shows.

A series of shots of mechanical figures of carolers on display at the Christmas Carnival follow. The carolers are clad in international costume.

The tape then contains a series of shots of people in international folk costume decorating nationally-themed Christmas trees, then delivering a holiday message in their respective languages. Lithuania, Norway, and France are each represented. After a brief shot of a miniature nativity scene, a man standing among a group of undecorated trees states to the camera, "We wish you a merry Christmas, and a happy New Year." According to the tape's label this segment is connected to Noel Night.

The video is on a 15 minute U-Matic S tape with a handwritten City of Detroit Department of Public Information Video Production label on its top. The tape is housed within a black plastic latching case with a matching label on its cover.
