Printed on verso: "The Wayne County Building, on Randolph Street between Fort and Congress, was first occupied by the administrative offices July 1st 1902. The buildings and furniture represent an outlay of $1,650,000, and the site cost the county $550,000. The building fronts on Cadillac Square, and the gilded dome is easily visible from almost any part of the city."
