One letter, dated March 5, 1952, from Admiral R. L. Raney of the U.S. Coast Guard to Frank Becker of the International Tugboat Racing Association. The 2-page letter is typewritten in black text on white paper that shows the Coast Guard letterhead in black text at the top of the first page. A 3-page mimeograph copy of regulations concerning "Marine Regattas or Marine Parades" is attached to the letter.
